On the way home from coordination meeting with District Trainers in Karanganyar, I suddenly remember the famous song called Nona Manis Siapa Yang Punya. The song came into my memory after I heard a statement and question from Bpk. Sutrisno, District Trainer who also happens to be an Education Office official in Kabupaten Karanganyar.
At the meeting in Karanganyar, Pak Tris – that’s what people call Bpk. Sutrisno – said that many teachers in non-target sub districts felt envious because they did not have an opportunity to participate in trainings on modules 1-7. They just heard about the training from their colleagues who participated in it. Following his statement about teachers not having the chance to participate in trainings, Pak Tris asked a question: ‘Could DBE3 Central Java extend its program to more sub districts and schools?’
I have heard what Pak Tris had said before. Ibu Suharmi, District Trainer Coordinator in Boyolali; Bpk. Joko and Ibu Zumaroh, Supervisors from MoNE and MoRA in Kudus; Bpk. Agus Adib from Jepara; Bpk. Sunarto and Bpk. Purwanto from Klaten; and District Trainers from other sub districts had made the same comment and asked the same question.
I had mixed feelings when learning what Pak Tris had said. On the one hand I’m concerned with the fact that many teachers haven’t had an opportunity to take part in DBE3 training. On the other hand I feel proud that DBE3 really makes a positive contribution to teachers’ and students’ development.

I still remember when Ibu Lis, an English teacher at SMP Muhammadiyah Jogonolan, said that her students found English enjoyable. Ibu Supartinah from Karanganyar also shared the same experience with Ibu Lis.
Bpk. Suyono and
Ibu Lestari, teachers in from Kudus and Karanganyar, said that Mathematics was no longer a scary subject for their students. They now feel at ease when learning Mathematics, thanks to the approaches they have learned from DBE3. In addition, students now also find Civics interesting.
The MoU between DBE3 and government stated explicitly that District Governments are responsible for disseminating DBE3 programs to non target schools and sub districts. However, limited budgets have prevented the government from carrying this out for all teachers in state-owned as well as private schools.
This limitation did not prevent some people from disseminating the program in Karanganyar. It started with Bpk. Mulyono, a District Trainer in Karanganyar, who has just been appointed the Principal of MTsN Wonogiri. Bpk. Abid Maksum, a District Trainer, who is also a member of Muhammadiyah in Karanganyar followed suit. Together, they conducted training on modules 1 – 7 for representatives Muhammadiyah schools in Karanganyar.
This urge to disseminate then spread to Bpk. Suwarno and Bpk. Atok in Boyolali and Bpk. Jati in Jepara. What these teachers had done received a positive response from district governments.

Starting with Boyolali which allocated a budget for the dissemination program in 2008, the other partner districts – except for Klaten which is still in the process of allocating budget -- followed suit to provide a budget for 2009.
We could only make those things mentioned above happen because of collaboration from all stakeholders. District Education and MoRA Offices play vital roles in it.
In addition to that, we also should appreciate the hardwork done by District Trainers, teachers and principals who have worked hard with DBE3 staff on improving education quality. This collaboration has proved to be effective in answering current challenges.
From what I have just presented above we can see that there is a change in DBE3. Now we can see that more educators and parties have sense of belonging to DBE3 programs.
This is of course a good news for all of us as DBE3 program has become an inclusive program which can be applied by anyone.
Back to the song Nona Manis Siapa Yang Punya, the song has been changed into DBE3 Siapa Yang Punya (DBE3 belongs to who? – Ed.). The answer, of course, all of us.
