The Decentralized Basic Education Three (DBE3) Project is a five year project developed by USAID Indonesia to support the improvement of quality and relevance of decentralized basic education in Indonesia. Since its launch in 2005, DBE3 has been working with national and local Government, the private sector, community groups and other stakeholders to improve the relevance of both formal and non-formal Junior Secondary Education. Supporting Sustainability of Achievements

DELEGATES from 44 districts and 6 provinces met in Solo on 19 and 20 July 2011 to report the progress of the DBE3 program in their districts as well as their plans for future activities. This is important as the DBE3 program is ending in December 2011 and provincial level activities will end in October 2011. A range of changes and improvements in schools were presented by delegates from the districts to around 350 people who attended the meeting. Plans

School principals, teachers, even students also had the chance to present the positive changes observed in their schools. "This achievement needs to be sustained," said Pak Irfan, principal of MTsN Binamu, South Sulawesi, whose school has changed dramatically following their partnership with DBE3.

District Facilitators Ready to Support BTL Replication

DFs (District Facilitators) play an important role in the success of Better Teaching and Learning (BTL) training and mentoring its implementation in schools.

DFs, who consist of teacher's, principal's, and school supervisor's, have been actively supporting and mentoring school's in implementing BTL modules.

The DBE3 program which is closing at the end of this year has attracted interest in its replication from many non partner schools. There are a number of districts in which all junior secondary school's held have held BTL replication training at their own cost. All News Items...

Planning for 2011, Partner Districts

The implementation of the DBE3 program is being treated seriously by the Deputy Governor of East Java, Syaifullah Yusuf. He said the program is very appropriate because it focuses on quality improvement in junior secondary schools (SMP and MTs). "Students at SMP and MTs are in the middle of their adolescence and it is very important that their educational is delivered such that they are ready to face the future," said the Deputy Governor in the presence of around 350 participants from District Development Agencies, Local Parliaments, Education Offices, Religious Affairs Offices, USAID and DBE3 staff.

Previously the Deputy Governor, whose nickname is Gus Ipul, said that he had witnessed first-hand the changes that have taken place in schools, when he attended an exhibition of DBE3 partner schools in Kediri. All News Items...

BTL4 Introduces New Ideas to MGMP

THE TRAINING package, Better Teaching and Learning 4 (BTL4) trains teachers to review, identify and solve problems in active learning in the classroom. The approach used emphasizes the importance of cooperation among groups of subject teachers. The package provides useful ideas and activities to support the improvement of the quality of learning through the teachers working groups (MGMP). Participants are trained to identify in depth the various problems in the implementation of BTL in school and find ways to solve these problems appropriately.

Integrating ICT Across the Curriculum

DBE3 has provided laptop computers to some of the DBE3 partner schools to support the development of the use of ICT (Information and Communication Technology) in junior secondary schools. DBE3 expectation is that computers and other ICT apparatus will be used to support learning in all classroom subjects not just learning about ICT. For example, students can write stories or reports using Microsoft Word.

Results of group discussions can be presented using MS Powerpoint and an LCD projector. Students can find information on the internet. This means that ICT should be used to support learning and better use should be made of computer laboratories in schools. In May 2010, teachers in partner schools received DBE3 training on the integration of ICT in their teaching. All News Items...

DBE3 Partners at National Conference

On APRIL 7, 2010, USAID and the Government of Indonesia organized a National Conference involving all the education projects being funded by USAID. At the conference the Deputy Minister of National Education, Prof. Fasli Jalal, Ph.D said that the government valued the USAID programs and will encourage their sustainability and dissemination (see the article on the left).

During the conference, each of the USAID-funded programs had the opportunity to present their activities. DBE3 was represented by ibu Lia Windari, a teacher from MTsN Binjai, ibu Yani Herliani, the school principal and two students from SMPN 8, Bogor, and Bpk. Mansyur Eppe, a district facilitator from Pangkep, South Sulawesi. Outside the meeting room there were exhibitions from the USAID programs. BTL3 Implemented in Schools

DBE3 target schools have received their third round of training in Better Teaching and Learning (BTL). You can read about the implementation of BTL3 training inside. Even though the training has only recently taken place, the positive impact can be seen clearly in many schools such as SMPN 1 Pinrang.

There will be follow up by workshops in each district to display and discuss the results of the BTL3 training. The workshop will be followed by a District Showcase, to which both DBE3 partner schools and non partner schools will be invited to see the results of the DBE3 program in the partner schools. DBE3 Fulfilling The President’s Wishes

At the opening of a recent national convention in Jakarta the Indonesian president, Susilo Bambang Yudhoyono, said:

“I ask the Minister of National Education to change current teaching and learning methodologies. From the kindergarten the secondary school it’s not just the teachers who should be active but they have to be able to make the students active.’ (Kompas, 30 October 2009).

Since 2005 DDE 3 has been organizing training for teachers, school principals and supervisors from junior secondary schools in six provinces focused on developing lessons that encourage students to be more active in the learning processes. Training & Good Practices

Entering the fifth year of its program, DBE organized a workshop on the dissemination of good practices. The workshop events took place in each of the DBE provinces: North Sumatera, West Java, Banten, Central Java, East Java and South Sulawesi.

The events involved all three components of DBE (DBE1, DBE2 and DBE3), local partners and education personnel and were intended to show the results of DBE programs and activities which have been implemented together with a variety of stakeholders in the DBE partner provinces and districts. New DBE 3 Program Focus

DBE 3 is working in 44 districts in six provinces. For the final two years of the project DBE3 will focus on implementing an extended program including in-depth whole school training for junior secondary schools (SMP and MTs) in 25 of these districts. A map of all the districts where DBE3 is working can be found on page 16.

These 25 “extension” districts have selected district facilitators to support the planned series of whole school training activities. There are three district facilitators for each of the core curriculum subjects: B. Indonesia, Mathematics, English, Science and Social Studies. Greeting to everyone ! Hello. It is our pleasure to bring you the first edition of Inovasi Pendidikan, a newsletter published by DBE3 Jakarta. This is the newsletter where you can get information about DBE activities in the area of junior secondary education in Aceh, North Sumatra, West Java-Banten, Jakarta, Central Java, East Java and South Sulawesi.

Workshop on e-Learning by SEAMOLEC and DBE3 USAID

SEAMOLEC and DBE3 USAID are working in collaboration to conduct a series of workshops on e-learning.

The first workshop was a three-day workshop conducted at the SEAMOLEC building on the 18-20 of May 2009. The second workshop was conducted at Bandung between the 21st and 31st of July 2009. The objectives of the workshops were to develop common perceptions related to quality in e-learning, and to develop standards for production of quality e-learning, and included discussions about the Most Critical Challenges and Creative Pedagogical Strategies.
